How can I create multiple remote desktop users and allow both of them to log in at the same time?

EXPERT RESPONSE
To allow multiple concurrent remote desktop sessions, you need to be using a server operating system such as Windows NT 4, Windows 2000 or Windows Server 2003, and then enable and properly license Terminal Services. The Remote Desktop connection in Windows XP only allows one remote user to be connected at a time. This is by design.
